Neither Exit-Based Nor Voice-Based But Stake-Based
Stake-based governance is a model where influence is tied to one’s stake in the community. This moves beyond the traditional dichotomy of “exit” (leaving when dissatisfied) or “voice” (protesting to change the system). Having a tangible stake, whether economic, social, or reputational, incentivizes constructive participation.
Albert Hirschman’s famous framework of “exit, voice, and loyalty” has long defined the options available to members of organisations and polities. Stake-based governance introduces a fourth logic: commitment through investment. When members hold meaningful stakes, they are motivated neither to leave at the first sign of difficulty nor to merely complain, but to actively engage in improving the system.
This principle is tightly coupled with interdependence. Shared stakes create the entanglement that makes communities resilient. It also informs how self-governance operates within Network Nations: legitimacy arises from active participation and mutual accountability, not from centralised mandates.
Stake-based governance contrasts sharply with the investor-driven model of “network states,” where influence flows from capital. In Network Nations, stakes encompass a broader range of contributions: labour, knowledge, care, reputation, and cultural participation. This aligns with the commons principle, where governance is tied to stewardship rather than ownership.
The model is operationalised through polycentric structures where different governance bodies manage different domains, each with their own mechanisms for recognising and weighting stakeholder contributions.
